Ambassador to Canada to be appointed Thai representative to ICAO
The CABINET yesterday agreed to appoint the Thai ambassador to Canada as this country's official representative to the International Civil Aviation Organisation.
Deputy Government Spokesman Sansern Kaewkamnerd said after the Cabinet meeting that the proposal came from the Foreign Ministry.
Coordination with the ICAO, whose head office is in Montreal, has been made through the Thai Embassy in Ottawa. Having a permanent representative at the ICAO would preserve Thailand’s right to apply for the election of the council’s members, Sansern said.
In a separate development, the Cabinet postponed the issuance of an emergency decree to halt violations of the European Union’s illegal, unreported and unregulated (IUU) fishing practices, including those involving employment of trawler crews, until 60 days after the date the new Fisheries Act takes effect.
Sansern said Deputy Prime Minister Prawit Wongsuwan told the Cabinet that the Council of State had informed him that an emergency decree related to the act, which will come into effect soon, could be introduced during or after the 60-day period.
The European Commission will send a team to follow up on Thailand’s solutions to the IUU problem next month, which is before the act takes effect, he said. Thailand could at that time explain its short-term solution of resorting to Article 44 of the provisional constitution.
That solution stipulates that a team is authorised to investigate fishing vessels before they go out to sea and stop them if their equipment is illegal or required documentation is incomplete.
