Pol Maj-General Surachet Hakpal, deputy tourist police chief, said Apinporn Pongpreechawong, 47, was arrested under a warrant issued by the Criminal Court.
Surachet said Apinporn was accused of deceiving 35 people into paying Bt31,000 each with a promise of organising a nine-day and eight-night trip to Turkey from March 23.
But the 35 customers learned on the departure day that they had no plane tickets and filed a complaint with police.
Surachet said tourist police would increase crackdowns on dishonest tour firms.
