NBTC rules on telecom network

The National Broadcasting and Telecommunications Commission will put into effect next week the procedures all telecom operators and two types of licence holders will have to comply with when upgrading their networks.

This is part of the NBTC’s attempt to prevent any impact of such upgrades on consumers, deputy secretary-general Prasert Apipunya said.
The watchdog yesterday called in all telecom operators and all 46 holders of its Type 2 and 3 licences to learn about these procedures, which will be required of licence holders with large dedicated networks.
They will be obliged to inform the commission 30 days in advance when upgrading a network. They must inform customers at least three days in advance if the upgrade is likely to cause a service disruption.
The NBTC asked the operators to send it their opinions on the procedures by Friday. Some at the meeting were unsure whether they would have to inform the NBTC in advance if it were just a minor upgrade.
The Type 2 licence is for businesses with or without networks whose competition has limited effect on the market. The Type 3 licence is for major players with their own networks.
The NBTC’s move follows the network problems of Total Access Communication (DTAC) that occurred three times during the past several weeks, which affected its customers’ calls.
