Thailand Launches ‘Artisanal Rice’ Campaign to Shift Rice Trade from Volume to Value

Faced with export volume slumps and stiff global competition, Thailand turns to artisanal branding, flavour profiling, and direct commercial pairing

  • In response to declining export volumes and revenues, Thailand has launched the "Khaopraneat" (Artisanal Rice) campaign to shift its rice trade from a low-margin commodity to a high-value, premium product.
  • The strategy adds value by emphasising regional diversity and unique sensory characteristics, using new tools like a "Rice Taste Profile" and "Rice Flavour Wheel" to grade rice similar to fine wine or specialty coffee.
  • The government is directly connecting farmer groups with high-end commercial buyers (hotels, restaurants), a model that has already resulted in farmgate prices for some specialty varieties more than doubling.

Faced with export volume slumps and stiff global competition, Thailand turns to artisanal branding, flavour profiling, and direct commercial pairing.

The Ministry of Commerce has launched a national initiative to transform Thai rice from a low-margin commodity into a premium artisanal product, deploying 466 producer groups nationwide to capture high-value domestic and international markets.

Unveiled at the KHAOPRANEAT Fair 2026 at One Bangkok, the "Khaopraneat" (Artisanal Rice) campaign marks a policy shift under Commerce Minister Suphajee Suthumpun and Assistant Minister Dr Kirida Bhaopichitr.

The strategy aims to decouple farmer earnings from volatile global market prices by emphasising varietal diversity, regional terroir, and culinary quality.

Addressing structural headwinds in trade

The campaign arrives at a critical juncture for Thailand’s agrarian economy.

Between January and September 2026, Thai rice shipments declined by 19.26 per cent year-on-year to 4.99 million tonnes, while export revenues fell 16.84 per cent to US$2.96 billion, driven by high domestic production costs, lower yields per rai, and aggressive price competition from regional exporters.

Rather than attempting to match low-cost competitors on volume alone, the Department of Internal Trade is focusing on value creation across the entire supply chain.

"The global rice trade is shifting," Dr Kirida stated during the event's opening. "Buyers no longer look strictly at price and volume—they demand quality, traceability, and specific sensory characteristics."

Sensory profiling and supply chain integration

To establish distinct commercial identities for regional rice varieties, the ministry introduced specialised trade tools, including the Rice Taste Profile and Rice Flavour Wheel.

These frameworks evaluate grain attributes across aroma, flavour complexity, and post-cooking texture, giving buyers standardised metrics akin to speciality coffee or fine wine grading.

Early commercial trials demonstrate the potential of this model. In Nakhon Sawan province, local producers of Hom Baiteoy rice re-engineered their marketing to highlight its natural pandan-like aroma and specific cooking qualities.

As a result, farmgate prices surged from an average of 35 baht per kilogram to between 60 and 80 baht per kilogram—more than doubling producer returns.

To turn regional distinctiveness into sustained commercial orders, the government is facilitating direct B2B matching between selected farmer groups and commercial buyers, including high-end hotel chains, restaurant operators, and professional chefs.

Commercial rollout and long-term targets

The strategy builds on broader structural reforms designed to safeguard agricultural livelihoods while meeting evolving trade standards.

Following the initial showcase at One Bangkok, the Commerce Ministry will roll out regional promotional trade meets at Jing Jai Market in Chiang Mai, culminating in the Thailand Rice Fest 2027, where international trade delegates will be invited to source high-grade varieties.

By moving beyond simple packaging upgrades toward full-chain quality control and direct market linkage, trade officials aim to establish a permanent price premium for Thai speciality rice, ensuring long-term financial resilience for over three million farming households nationwide.
