Thailand's new constitution to be encated in October

The voted charter draft should be enacted in either October or November if there is no technical snag, Constitution Drafting Commission chairman Meechai Ruchuphan said Tuesday.

The whole pre-enactment process should take around ninety days to complete, Meechai explained. The first thirty days will be taken by charter drafters to amend the draft’s transitory provision accordingly with a passed topic on the referendum, requiring senators and MPs to select the prime minister together.
The Constitution Court will then take another thirty days to consider the amended draft before the Cabinet takes the final thirty days to review the draft in details and propose it to His Majesty the King for royal endorsement, Meechai said.
The CDC will hold its first meeting Thursday to discuss on the amending of the charter draft and drafting processes of ten organic laws, that will officially require another 240 days to accomplish after the draft is enacted.
Meechai said that the drafters would also informally and privately invitie politicians with expertise to share thoughts on organic laws.
The CDC will focus on four essential laws, which would be bills on MPs election, origin of the Senate, the Election Commission, and political parties, before working on the rest six organic laws, he said .
The head drafter added that the CDC has not yet thought of writing legislations regarding to a reported “set-zero” plan requiring all parties to re-register themselves.
Meechai met with the Cabinet members led by Prime Minister Gen Prayut Chan-o-cha and military commanders for talks on the junta’s plan after its charter draft and additional topic gained majority of approvals on Sunday’s referendum.
Meechai said that he was there only to thank all governmental agencies for helping carry out the plebiscite smoothly. Meechai also thanked the military commanders who declined to give interviews after the meeting.
Meechai said that Prayut planned to speak on the government’s reactions all by himself this afternoon.
