Russians also tried to cover up when they poisoned Europe with Chernobyl 

On the morning of April 28, 1986, monitoring equipment at a nuclear power plant in Sweden detected an alarming amount of radiation in the atmosphere. Judging by air currents, it was determined that the radioactive cloud came from the Soviet Union.

The Swedes asked the Kremlin if it knew anything. The Kremlin firmly denied any knowledge of a radiation leak. The Chernobyl disaster had begun three days earlier, on the morning of April 25. 
I don’t know who is responsible for the Skripals case, but if the Russians thought they could cover up the Chernobyl disaster, denying responsibility for the poison attack should be a cinch.
