NRC committee wants a more concise charter

The National Reform Council (NRC)'s panel on legal and justice reform has proposed that charter provisions be cut from 315 to 100, making the draft concise while maintaining all the major principles, panel chairman Seree Suwanpanont said yesterday.

He said the council has resolved that details of the charter such as guidelines and selection procedures would be put in constitutional organic laws of related agencies.

Seree added that though some charter writers objected to the proposal, citing that adding details to organic laws would make amendments easier, he said his panel would propose more amendments to ensure that details of organic law cannot be amended easily.
For instance, in Chapter 3 on the rule of law, courts and agencies scrutinising the state’s use of power, can be adjusted to maintain only principles, while details can be put in a related law. Also, provisions 229 to 237 on the Constitutional Court could be merged into one, maintaining only the definition of the court.
