Obama declares federal state of emergency in South Carolina

WASHINGTON - President Barack Obama on Thursday declared a federal state of emergency in South Carolina as Hurricane Matthew was due to make landfall in the United States.

He ordered federal aid to supplement state and local efforts, authorizing the Homeland Security Department and the Federal Emergency Management Agency (FEMA), to coordinate disaster relief efforts.
