Draft bills on national reform and long-term strategy endorsed by Cabinet

THE Cabinet on Tuesday approved in principle two bill drafts on national reform and long-term national strategy, which is required by the upcoming charter draft.

Prime Minister Gen Prayut Chan-o-cha said after the Cabinet meeting on Tuesday that the bills would be enacted in a bid to integrate reform and national strategy together once the 2016 charter is in place in near future.
The two components have long been part of the government’s efforts prior to being addressed in the new charter to ensure continuity and success.
The national reform bill outlines mechanisms and frameworks to steer reforms, such as a committee, regulations, timeframes, tracking processes, evaluations and engagement with the people’s sector and relevant agencies. 
According to Korbsak Pootrakool, a vice minister at the PM’s Office, the designated committee would consist of 15 Cabinet-appointed members from the private sector and civil society. They must also not be government employees, unless they are academics hired from a state higher education institution. They would work on a five-year term.
Similar mechanisms are also addressed in the other bill on national strategy. Its committee, Korbsak said, would be chaired by the PM and have presidents of the Upper and Lower Houses as vice chairmen. 
Other members, up to 14 of them, would include the secretary-general to the National Security Council, secretary-general of the National Economics and Social Development Board (NESDB), and experts from various professions. They would also work on five-year terms and oversee underling committees that would work on separate strategy issues.
The drafts were proposed by the Council of State and will be relayed to the NESDB, which will prepare relevant plans, legislation, and public hearings on the two bills. 
After, they will be submitted to the National Legislative Assembly for deliberation and enactment.
