Samut Prakan Governor Supamit Chinsri declared all six districts in the Thai province disaster-affected areas on Sunday (September 27, 2026), covering every subdistrict. The declaration is intended to accelerate assistance after heavy rain and high tides caused widespread flooding.
Supamit issued the notice in his capacity as head of Samut Prakan’s provincial disaster prevention and mitigation command, directing the relevant authorities and organisations to respond urgently within their responsibilities.
Samut Prakan declaration covers all six districts
Every subdistrict within the following six districts is included in Samut Prakan’s disaster-area declaration:
- Mueang Samut Prakan
- Bang Phli
- Bang Bo
- Bang Sao Thong
- Phra Samut Chedi
- Phra Pradaeng
Heavy rain and high tides cause widespread flooding
The Samut Prakan declaration records flooding from 6am on September 23, when heavy rain combined with high tides to leave extensive areas of the province inundated. The notice cites dangers to residents’ lives and physical safety, or damage to private and state-owned property, in classifying the situation as a disaster.
Prolonged rainfall across Thailand since September 25 has also caused extensive flooding, including in Bangkok and surrounding areas. Samut Prakan has continued to experience high floodwater, with water slow to recede.
Samut Prakan directs urgent action under disaster plans
Government agencies, local administrative organisations and relevant private-sector bodies are to carry out their duties promptly in Samut Prakan’s designated disaster areas under the Disaster Prevention and Mitigation Act 2007, according to the declaration.
Response operations in Samut Prakan must follow the national and provincial disaster prevention and mitigation plans, other relevant plans, and applicable laws, regulations, orders, announcements and Cabinet resolutions. The declaration calls for these measures to be implemented without delay.
