Are they going over our heads?

I have observed something quite extraordinary and wonder if this is dangerous yet unique in Bangkok. I live near the Column Bangkok, a skyscraper that stands 45 floors high on Ratchadaphisek Road near the Asok BTS Station.

The building was completed about two years ago. In the past three to four months, a crane has been erected on the top of the building, and I thought it was for cleaning windows or other purposes. To my surprise, the crane is actually being used in the building of additional floors. As of today, at least five extra floors have been added to this building and they are putting outer glass windows on these floors.  My question is obvious: Is this project safe? Has this been approved by the relevant government department? Before moving to Bangkok I lived in another metropolitan city, and I have never seen this type of work being done after a building has been in service for over two years. If this project did go through the necessary legal channels, this would be a living horror to those who live and work in the surrounding buildings. Is this common in Thailand?
