Quality of phone calls is not what it should be

Recently, I’ve been having problems hearing callers, and vice versa. So, I decided to get myself a new phone, but the problem continued. Then I started asking what mobile company my friends used and soon realised that the poor audio quality only occurred

This is when I wondered, are some mobile phone companies purposely reducing call quality to discredit the other side in the fight for customers? There must be something there, because calls on my new phone were perfect through many different providers across Europe.
Low audio quality could stem from companies who are more focused on new customers than building enough technical capacity. I wonder if telecom authorities monitor the signal quality and if providers can be punished if they cannot meet the standard?
And what will the quality of calls be in the future now that telecom firms are spending “irrational” amounts on frequencies? Will there be any money left for quality signals or will there be more of “can you hear me” calls?
