Why does Phuket need a shooting range?

Does a tourist destination like Phuket really need shooting ranges for tourists? I can understand that locals or residents may want to join, or become members, of a shooting club as a hobby, but allowing unvetted people off the street to go and shoot is, as we have seen, dangerous.
