If this is constitutional democracy, we’re in trouble

Can anyone please explain to me how this apparent contradiction can exist in this country today.

The present government went to a lot of trouble and time to produce a new constitution. The dictionary defines as constitution as “a written instrument embodying the rules of a political or social organisation”. Fine so far. But then having written the rules for politics and society, the government then outlaws people (except one) from taking part in politics. It’s like giving out licences to drive and then banning driving. Surely an impartial court would have to strike this down?
