The shortlist, which contains the personal recommendations of Deputy Prime Minister and Interior Minister Yongyuth Wichaidit, has been submitted to the fugitive prime minister, who is now based in Hong Kong, the source said.
The source did not explain the alleged delay in Thaksin’s decision on the appointment of Pranai, who is now a deputy serving as acting permanent secretary. Most officials promoted during the previous government are expected to be replaced in the reshuffle by those with connections to Pheu Thai.
The stalled reshuffle delays many key appointments, including all provincial governor posts, as well as the final order transferring incumbent permanent secretary Wichian Chawalit to a post attached to the PM's Office Ministry.
Another key position that has yet to be decided is the successor to Department Of Provincial Administration director-general Wongsak Sawasdiphanich, who retires on Friday. The delay in this case is reportedly due to Yongyuth’s desire that Pracha Terat succeed Wongsak, while Sukit Jaroenrattanakul, the other candidate, is close to Thaksin, the source said.
A separate list involving a reshuffle of deputy provincial governors is under consideration by ministry leaders, and will be submitted to the Cabinet meeting on October 3. An additional list covering the promotion of deputy governors to take over from retirees is expected to be complete by mid-October.
