Petition filed against govt for failure to deliver progress report

Srisuwan Janya, secretary general of the Thai Constitution Protection Organisation, has filed a petition with the Office of the Ombudsman, asking it to launch impeachment proceedings against the government for its failure to deliver a one

The petition said the government was required by Article 75 of the Constitution to submit an annual report to Parliament, but it had not complied with the regulation after serving for two full years.
The petition said the government’s failure also violated the PM’s Office code of conduct and ethics for political office holders. The Ombudsman should thus launch a probe, whose results should go to the National AntiCorruption Commission so they could launch impeachment action, said the petition.
Srisuwan also requested that the Ombudsman seek a Constitutional Court ruling on whether Article 28 of the PublicPrivate Partnership (2013) Act, which went into effect on April 3, was unconstitutional.
The Article stipulates that the Cabinet can approve projects that use state budget or loans guaranteed by the Finance Ministry in accordance with fiscal procedure regulations.
Srisuwan said he suspected that the government would use the Article to avoid parliamentary scrutiny of the Bt2trillion loan for infrastructure projects and the Bt350billion water management project.
