Appeals Court upholds conviction against ex-police officer

The Appeals Court Friday upheld the Criminal Court’s ruling that convicted a former police officer in trying to bribe then Constitutional Court judge to help the Thai Rak Thai in a party dissolution case.

But the Appeals Court commuted the sentence against Pol Col Charnchai Netiratthakarn, former chief of Tambon Phokaew police station in Nakhon Pathom’s Samphan district, from three years as handed down by the Criminal Court to two years without suspension.
Charnchai was freed on bail pending appealing against the ruling with the Supreme Court. He deposited Bt300,000 assets as a guarantee.
Charnchai was charged in the Criminal Court on September 25 2013 of trying to bribe then Constitutional Court judge ML Krairirk Kasemsant to help the Thai Rak Thai.
Krairirk testified to the court as a prosecution witness that Charnchai initially offered him Bt15 million and later Bt30 million.
The Criminal Court ruled on December 24 2014, convicting Charnchai in the bribery charge.
The Appeals Court ruled on Friday that Krairirk had no personal vendetta against Charnchai so he had no reason to frame the defendant.
The Appeals Court noted that Krairirk also notified other judges about the bribery attempt.
