NSC to integrate security efforts

THE NATIONAL Security Council (NSC) has agreed to cooperate with other security agencies in a move to integrate intelligence data, especially in relation to security threats and counter measures.

Defence spokesman Maj-General Kongcheep Tantravanich revealed the plan after meeting with the government’s working group yesterday to discuss reform in public administration in relation to security issues. 
Kongcheep said the integration process would initially be tried out next month, before agencies get fully integrated in March next year. He said integrated intelligence would facilitate the work of security agents.
The spokesman also said that the Defence Ministry had drawn up a 20-year national defence strategy and would develop a master plan for reforming the administration and structure of the ministry for the period from 2017-26. 
The police are also implementing reforms, Kongcheep noted. He said they constantly reported their implementation measures to the committee, adding that security measures were important and that they contributed to development in other aspects. 
Kongcheep said that apart from security-related issues, the committee was also working on reforming the farming sector as well as natural resources and the environment. He said the concerned agencies were still working on expropriating forestland from the private sector as well as managing water resources, as they are both crucial to security. He also said that disorderly public space needs to be re-managed. 
Apart from this, Kongcheep said the government has also placed emphasis on tackling labour issues and human trafficking, especially in the fishing industry. 
The government is pushing for an amendment to the Labour Relations Act, the State Enterprises Relations Act and the Reconciliation Act in a bid to tackle the human-trafficking problem. He said the government wanted to rectify the legislation and bring it in line with international law. 
Once amended, the government will pay heed to opinions from employers, employees, state agencies and international organisations to ensure the law is acceptable to all sides, he said.
