Law considered to punish governments that provoke demonstrators

The National Reform Steering Assembly’s (NRSA) political reform committee is considering a law to punish a government that provokes confrontations between demonstrators.

The move was part of the proposals in a report on conflict resolution and political reconciliation building, which its appointed reconciliation building panel was working on. The report is expected to be tabled to the government's supreme committee on reform, reconciliation, and national strategy (Por Yor Por) for consideration.
To prevent future political conflict, Seri Suwanpanon, head of the committee, said yesterday that future governments should be forbidden from provoking street protests to stop demonstration against its administration, and from fostering situation that would lead to confrontation.
Rather, the governments should be obliged to resolve problems by mutual agreement, he said. Otherwise, the government should face a penalty, Seri said.
The reform committee should work to find a way to make the proposal enforceable, he said. It had not been decided whether it would be a law, he added.
Regarding the amnesty, Seri said that the committee insisted that the proposal so far involved no remission. However, it had been proposed that those admitting to the crimes should be given a second chance in the form of sentence suspension under the condition that they did not repeat the same crime, he said.
The process was still under the judgement of the Court, which would have to judge right from wrong, he said. Also, the scheme covers no corruption and lese majeste crimes.
