Why did Kittiratt back 15% growth forecast in the first place?

Ref: "Kittiratt denies he lied about export projections", Politics, September 14.

I am not surprised Deputy Prime Minister and Finance Minister Kittiratt Na-Ranong said he did not tell lies about this year’s export projections.
But I am surprised that despite disagreeing with the projections of government officials, he did not speak out for fear that it would lead to other problems and would cause them to become discouraged.
I wonder what other problems it would lead to.
As the chief of the government’s economic team, why didn’t he dare express opinions or take objection to export projections of 15-per-cent growth? Because that is very impossible and very far from the truth.
Now, even with the export goal just cut to 7 per cent, it will be hard to make, in reality.
This shows that he first made a mistake at the beginning of the “white lies” phenomenon.
I think this situation is cutting down the morale of government officials more than even before.
He has encountered problems more serious than he thought at first when he did not dare object to the projections of 15-per-cent export growth.
