What PM Prayut should do for sustained change is reform the entire system that fosters corruption. In regard to police, for example, we have a report by a commission led by Pol General Vasit Dejkunjorn, which would give Prayut a flying start – if he has the will to go ahead with such proposals.
Review and update that report, including compensation, decentralisation, with devolved budgets, personnel administration and promotions, and reorganising at the station level to be more autonomous, problem-oriented and community-oriented. Such steps would make it much more difficult for corruption to thrive and must be done.
No more corruption Band-Aids, please, Prayut.
