Two questions on the history of Thai Buddhism

I am curious to know where, in the Buddhist scriptures, the Buddha declares that monks are obliged to follow the orders of any secular authority.
I am also curious to know at what point in its history, and for what reasons, Thai Buddhism adopted the practice of granting ranks to its monks.
Clarification of these issues would be welcomed.
