PM Yingluck says that she's too busy fighting the floods to reshuffle her Cabinet now - yet she made time to appoint a new police chief, even though the cops have been playing only a very minor role in helping flood victims vis-a-vis the Army.

But, even if she is too busy to change her entire Cabinet, she should reshuffle her Flood Operations Relief Command and get a leader and team members who work effectively and in unison. As the sign on Harry Truman’s desk said, “The buck stops here” – and so it’s you, ma’am, who must step down to accept accountability for your team’s ineffectiveness. Also, the science and technology and justice ministers are definitely not experts in water management – they can’t even agree on whether to evacuate a given area or not – and, like you, must be replaced by technocrats who know what they’re talking about, not politicians seeking to protect their seats.
As DPM Chalerm is fond of saying: “Put the right man in the right job.”
