Start reshuffle with special-needs cases

I think that, once in a while, Prime Minister Yingluck Shinawatra should check if a few people working close to her are the kind with "special needs".
These people often turn vicious – even physical – with little or no provocation. They never get past basic knowledge tests in any subject despite their seemingly impressive education. They are not crazy or demented, just people with behavioural and learning difficulties. Call them obtuse if you will.
Weed them out if you don’t want any more headaches than you already have.
