Goal-oriented action needed to reduce the road toll

As Transport Minister Chadchat Sittipunt seeks to improve our abysmal road safety record, he should follow Stephen Covey's "Seven Habits of Highly Effective People", one of which is "Begin with the end (goal) in mind".

Thus, for example, he should order state-owned Transport Company to require private bus operators to install speed limiters and not just pray that they’ll obey the law. Make a driver’s compensation dependent on his safety record – not fare revenue – and penalise him for arriving at destinations too soon, thus reducing the incentive to speed.
Work with the Highway Police to have roving patrols of citizens under command of a police officer man speed traps and test for drunk driving and drug usage, ticketing them on-the-spot with receipts and paying for these patrols out of the fines collected.
Let’s have goal-oriented action, not just words, words, words!
