What happened to "no plastic bag" stores?

Exactly two years ago, in September 2012, Tesco Lotus loudly proclaimed amid a fanfare of publicity and advertising that it was going "green".
Among other things, it said it was testing two “no plastic bag” stores, one in Koh Samui and one in Phuket.
Since then we have not heard a word, and certainly all the Tesco outlets here in Rayong continue to needlessly push plastic bags, even for the smallest of purchases.
I can only assume the “no plastic bag” experiment was such a dismal failure that Tesco Lotus would prefer to bury the results.
