Who puts the beggars on the streets?

The government has announced plans to ban begging on the streets, but misses one essential ingredient, namely that many of the panhandlers are the victims of the most pernicious form of human trafficking - the trafficking of maimed and mutilated human fle

It is obvious that many of the crippled beggars are incapable of reaching their locations by themselves, so they must have been transported there, dumped for the day with their begging cups.
It is not an unreasonable assumption that criminal elements are behind the begging racket, creaming off all or most of the daily takings. These hideously wicked people should be the real target of government efforts to solve the problem.
And it should not be that hard. Here in Rayong there are four crippled beggars at every Thursday's talat nat. All the police have to do is get out of bed early and go to the market to see who is dumping these poor people on the ground. Then they can arrest them and throw the full weight of the law at them.
