Thailand’s Transport Ministry plans to sign a memorandum of understanding with China’s National Railway Administration in the fourth quarter of 2026, establishing a framework for cooperation in seven areas of rail development. Stronger railway connections between Thailand, China and Laos would be a priority under the proposed agreement, which aims to improve regional transport and logistics through exchanges of expertise, technology and operating standards.
The proposed Thailand–China rail framework would cover infrastructure, regulation, industrial development and workforce skills. The draft sets out seven areas of cooperation:
1. Rail transport development: Thailand and China would exchange development strategies and experience, including knowledge of drafting rail legislation, regulations and standards.
2. Rail regulation: Thailand and China would share best practices in service safety, transport quality, construction and railway equipment to help raise standards in both countries.
3. Rail infrastructure: Exchanges of experts and technical knowledge between Thailand and China would support railway infrastructure development and construction, including approaches to sustainable operations.
4. International rail connections: Thailand and China would jointly consider and promote a vision for connecting their railway networks with Laos. The cooperation would recognise the importance of regional connections in improving logistics, industrial activity and supply chains.
5. Rail equipment and industry: Thailand–China cooperation would cover railway materials and equipment, opportunities for businesses to participate in rail transport, and support for domestic manufacturing and maintenance.
6. Regional and international cooperation: Thailand and China would support coordination within relevant regional and international organisations involved in rail transport.
7. Workforce development: Institutions, agencies, companies and universities in Thailand and China would cooperate on training, personnel development and knowledge exchanges to support rail education and research.
The proposed Thailand–China memorandum would remain in force for three years and could be renewed for successive two-year periods, allowing activities under the framework to continue.
Thailand’s Transport Ministry expects the agreement to give the country greater access to Chinese knowledge and experience in developing international railway networks.
The ministry also expects the cooperation to strengthen Thailand’s rail regulations, standards and safety practices, while advancing technology, manufacturing, maintenance and workforce capabilities to support future growth in rail transport.
Closer railway connections between Thailand, China and Laos are intended to improve cross-border freight transport and regional supply chains, potentially creating longer-term opportunities for trade, investment and related industries
