The Finance Ministry early this month advised both state enterprises to work out plans for growing new businesses as they have to start transferring concession revenues to the National Broadcasting and Telecommunications Com-mission (NBTC) in 2014, according to Article 84 of the 2010 Frequency Allocation Law.
TOT and CAT have to transfer all concession revenues to the NBTC within three years of the law taking effect. NBTC will pass the concession revenues to state coffers. Concession revenues are the mainstays of both state units.
The Finance Ministry, which owns 100 per cent of both TOT and CAT, wants them to hurry and secure new revenue streams to offset possible future financial losses as a result of this law’s enforcement.
TOT enjoys annual concession revenues of about Bt20 billion and CAT about Bt35 billion.
