Reds should help flood victims: Army chief

“The rally can take place in compliance with the law but at this juncture, flood relief is more important than the military line-up,” he said.
The list of military reshuffle, finalised last week, is supposed to take effect on October 1. But the process to submit the list for royal endorsement has stalled without explanation from the government.
