Nearly 400,000 survivors were in cramped evacuation centres in the affected areas in the eastern Philippines, while many more have camped out in makeshift shacks near their flattened communities.
"We have asked local government units to identify sites so we can already bring donated tents in the areas as temporary shelters," Public Works Secretary Rogelio Singson said.
"We are also preparing for the construction of bunk houses," he said. These would be prefabricated, barracks-style buildings, still rudimentary but "more comfortable" than tents, he said.
Singson said the government was also making an inventory of public land that can be used as resettlement sites for survivors whose former communities are considered too close to the sea and future storms for resettlement.
"There will probably be areas that will be declared no-build zones because of the high risk, and we will have to relocate the affected people to safe grounds," he said.//DPA
