Prem said a government has to be held accountable for every action and responsibility must rest with those who have power and authority.
“Some officials see good governance as a new culture and reject the notion of taking responsibility for their actions. This is shameful. It is against the law and moral principles,’’ he said.
Transparency was the foundation of good governance, he said, as it gave people information on how decision-makers make their decisions.
“Transparency in management will help stem corruption. Allowing checks and creating balance of power is a democratic development that the state has to accept,’’ Prem said.
The government must also address public grievances by cutting down on bureaucratic red tape so problems can be solved immediately.
The state must use resources and time efficiently in order to support sustainable development, he said.
