The Latvian driver, Nicoras Solovjovs, 35, waited for police at the scene, sobbing, after he realised that he had killed a pedestrian.
Police said the accident happened at 5am on the Jomtien beach road in Chon Buri's Bang Lamung district.
An eye-witness, Ratthaset Sevi, 29, said he saw the victim walking on the side of the road, making a video call on his mobile phone. The Russian embassy later identified the victim as Denis Fippov, a Russian.
Ratthaset said a Chevrolet Cruze hit the pedestrian and hurled him into the air before he fell under a parked bus. The Russian tourist died at the scene.
The witness said he saw the driver get out of his car to check the victim. He sat down and cried when he realised the man was dead.
Police say they found a whiskey bottle and a beer can that had been opened in the driver’s car. He was taken to the Pattaya police station for interrogation and legal action.
