Liu Zhihong, 50, was arrested by officers from Lumpini police station on Tuesday. Police checked their database and found that he was wanted on an arrest warrant issued by the Taling Chan court on August 28.
Metropolitan police chief Pol Lt-General Sanit Mahathavorn went to interrogate Liu at the police station Wednesday.
Sanit told reporters that Liu admitted that he threw four bricks from pedestrian overpass near the Pin Klao Bridge on August 17 at 5 pm, hitting two vehicles.
He was arrested that day and he agreed to pay Bt5,000 in compensation to the owner of a car whose windshield was broken.
But on August 18, a second victim, Sakhon Chantha, filed a complaint with police to seek compensation from Liu for Bt20,000 for the repair of his pickup truck. This time, Liu refused to pay on grounds that he did not have any money. Police released him on bail and he disappeared until he was re-arrested by Lumpini police.
Liu told police via an interpreter that he was told by a voice in his head to throw four bricks from the overpass. Sanit said police would send the man to see a psychiatrist.
