Long-tail boats cause both air and noise pollution

I am staying in Krabi and want to raise the issue of noise pollution coming from the tourist long-tail boats up and down this coastline.

The environment is utterly spoiled by the day-long loud noise coming from vast numbers of these “unsilenced” craft, not to mention the black diesel fumes pumped into the atmosphere. 
The tourist information tells visitors that Thailand wants to protect the environment for future generations.
How can this be true? 
Isn’t it about time something was done to control these craft? Fitting a silencer would be a start! That can’t be difficult.
Who is the responsible person that I can raise this with?
