Govt's convenient flip-flopping

First they said Bangkok was under control and would not be affected by the flood crisis.

Next, as we all know, they said all 50 districts would be submerged.
If part of Bangkok eventually becomes spared of the flood for whatever reason, the government will surely and quickly come out to claim credit for their “achievement”. However, if all of the city does succumb to the flood, these same people will predictably and conveniently say “I told you so”.
Either way it will be a win-win for them. If this does not construe a clear case of flip-flopping, I don't know what would.
