Does the government check the status of airlines like PC?

Re: "TTAA calls for tighter rules on charter flights", Business, October 20.

I have a few questions concerning PC Air.
PC Air’s plane was stopped from taking off from South Korea’s Incheon International Airport for failing to pay fuel bills amounting to only a few hundred thousand dollars. A small company running buses in Bangkok may have more cash reserves than this airline. How has such a company been allowed a licence in the first place?
PC Air has only one 200-seat aircraft. Yet it is allowed to open for reservations – which could run into 20,000-30,000 seats in a few days. Isn’t this too risky for consumers, for they are required to pay upon reservation?
Doesn’t the Yingluck government feel it needs to check whether customers have been adequately protected from any fraud and that they are properly insured?
