Thirteen Filipino surrogate mothers arrived in the Philippines on December 29 after receiving a royal pardon in Cambodia for their involvement in an illegal surrogacy scheme. Three of the women had given birth before their release.

The recruiter arranged for the women to travel to another Southeast Asian country but eventually sent them to Cambodia where surrogacy is banned.
