Fee structure to be ready for Bt2tn investment scheme

The Transport Ministry is close to complete the construction and advisor fee formula, which will be applied to all projects to be awarded under the Bt2 trillion infrastructure investment plan. Chula Sukmanop, director-general of the Office of Transport a

Initially, he said, the advisory fee for the high-speed train project is set at no more than 2 per cent of the project value. That for new mass-transit routes will be no more than 4 per cent of the project value.
The ceiling for road projects is 3.5 per cent, for port construction at 3 per cent and dykes at 1.7 per cent.
He said that the fee for mass transit routes is higher than other projects because of relatively higher risks involved, given that the routes are passing highly-densed population areas.
Meanwhile, the construction costs of similar projects, which are undertaken by different government units, will be compared. Explanation is required for any difference, Chula said.
"The stage of readiness of each project differs. Some projects are properly studied and planned, while the value of some without proper designs is estimated," he said.  "In the report to be submitted to the House Committee on June 24, the ministry will report the broad picture of the cost, which would not exceed the borrowing amount."
The strict rules are shaped amid concerns over corruption.
