Chadchart defends loan bill's constitutionality

Transport Minister Chadchart Sittipunt became the second minister who defended that the Bt2 trillion loan bill does not violate the Constitution.

He said on Friday that the proceeds are not counted as part of national budget. As such, the disbursement procedure does not need to follow the budget allocation law.
"It's a loan, borrowed to finance projects," he said.
The Law Reform Commission of Thailand's notion earlier this week that the bill may be unconstitutional prompted a defence by Deputy Prime Minister Phongthep Thepkanchana.
Chadchart also insisted that MPs can ask for more information on the investment projects. In the past, some projects like mass transit routes were undertaken without any review by MPs, he cited.
