Rangsan had been in the position in a caretaker role after the previous permanent secretary, Areepong Bhoocha-oom, was transferred to a lesser job this month. Areepong had been appointed to the top post during the government of Abhisit Vejjajiva.
The Cabinet also appointed Pramoul Chanpong, deputy director-general of the Energy Ministry’s Department of Alternative Energy Development and Efficiency, as director-general of the department.
Meanwhile, Atchaka Sibunruang, secretary-general of the Board of Investment, was appointed as the new director-general of the Industry Ministry’s Department of Industrial Promotion. Panitan Jindapoo, inspector-general of that ministry, was appointed director-general of the Department of Primary Industries and Mines.
The Cabinet also appointed Kittirat Mungkalakele, inspector-general of the Ministry of Education, to become secretary-general of the National Economic and Social Advisory Council.
Meanwhile, the newly appointed Revenue Department chief launched his mission to put more pressure on corporates that file tax forms incorrectly.
Suthichai Sangkamanee, who became director-general of the department on October 1, said the tax agency would also launch an inspection of corporate taxpayers’ accounts.
“Companies still fail to show some assets on their books,” he said.
He said this would expand the corporate-income-tax base in light of a lower tax rate for this sector.
In the 2013 fiscal year, the department’s revenue collection was Bt9 billion below the Bt1.9-trillion target. The corporate tax rate had been lowered to 20 per cent from 23 per cent in the previous fiscal year.
The department also reported lower revenue from value-added tax and individual income tax.
