The White Space Co, a new mobile virtual network operator (MVNO), yesterday launched a low-cost third-generation mobile-phone service targeting the mass market.

The company will spend around Bt100 million to promote the service, aiming to have 500,000 subscribers by the end of the year. It expects to break even by next year when it has 900,000 subscribers.

The White Space was formed by a group of former executives of Total Access Communication (DTAC), the second-largest mobile-phone operator, who have more than 20 years of experience in the telecommunication industry. The company has Bt421 million in registered capital.

Yesterday it launched Penguin SIM, a prepaid 3G mobile service. Featuring the slogan "Little Guy with a Big Heart", Penguin SIM is touted as a fresh new alternative for prepaid consumers who are looking for the best value for money, ease of use, and hearty reliable service, with a wide array of distribution channels nationwide.

Its voice service will be easy and basic on terms and conditions, charging only Bt0.1 for one second, while the Internet service fee is on a per-use basis at only Bt0.25 per megabyte and not over Bt20 per day. There is no additional charge for additional data usage, said Pakorn Pannachet, chief marketing officer of The White Space.

Chaiyod Chirabowornkul, chief executive officer, said the company targeted consumers in many provincial areas across the country. Many of these consumers have had bad experiences with SIM-card credit being subtracted for unknown reasons when using mobile data. Some are first-time smartphone users, while quite a few consumers are opting for ease of use.

MVNOs share their network infrastructure with existing mobile network operators, which requires a much lower investment and is a proven successful business model in several countries throughout the world.

MVNO service offerings can be devised to suit target consumers with low operating costs but more focus on quality, similar to the concept of eco-cars or low-cost airlines.

The Penguin SIM voice and data service runs on CAT Telecom’s network.

Penguin SIM is available at all mobile-phone retailers and convenience stores nationwide, as well as online stores.
