Chairman Bhokin Bhalakula said yesterday that his committee had discussed the issue with legal experts including Somchai Silpapreechakul, a law lecturer at Chiang Mai University, and Chamnan Chanrueng from Midnight University.
They agreed that the new document should be a people’s charter framed by a constitution drafting assembly and approved in a public referendum.
To proceed, the bill has to be put to its third reading.
The drafting must follow democratic principles and the rule of law and address the problem of social inequality, they said.
The panel will come up with a summary of its proposals by November.
People’s input is welcome, either online at www.thaipeopleconstitution.com or by mail at PO Box 291, Ratchathewi Road.
Sombat Thamrongthanyawong, president of the National Institute of Development Administration, will be invited next Monday for consultation.
