Deputy Permanent Secretary for Justice Ministry Thawatchai Thaikhiew Wednesday proposed that the Justice Ministry Fund should be used to pay bail cost for some 59,000 poor people who are being detained pending trials of trivial criminal cases.
He said poor suspects do not have money to use as guarantee to seek their release on bail, and hence remand prisons became too crowded.
