Torrential rain expected nationwide, flash flooding concerns

The rain will be unleashed by the influence of tropical storm Talas and a strong southwest monsoon, the department said.
The storm made landfall at the eastern coast of Vietnam at about 10pm on Sunday. It is expected to move through upper Thailand and disperse over upper Laos.
