Debate the merits of war

After former US Newsweek editor Evan Thomas warned that Israel could strike militarily against Iran as soon as this year, drawing the US into it, panellist Mark Shields on the TV programme "Inside Washington" said last week:

“If in fact we are about to embark upon that, let’s do it this time the right way, by a full and complete debate and a declaration of war, and a statement going in about what our objective is and what we are willing to do as a people, as a nation, a military, to achieve those ends, and when it will be over and how we will get out. And that is what haunts us from all of these incursions and all of these expeditions.”
The US Revolutionary War was from 1776-1782, ending almost 230 years ago, and Americans are just now realising that a full and complete debate and a declaration of war before going into war is a good idea?
There are some tools with dull edges in the shed over there, not the sharpest to be found.
Slow learners, no doubt.
