Clarification sought revisas to the US

I wonder if the American ambassador could explain her government's policy as to the issuance of visas to visit the United States.
I had understood that people with a criminal conviction were barred from visiting that country. I should like to know why many upstanding Thai citizens, partners of American citizens, are denied visas while fugitives from justice are welcome to come and go as they please.
