Education Minister Chaturon Chaisang’s enthusiasm in finding ways to improve the country’s public-school system is commendable. I would suggest three points for him to begin with.
First, all teachers should be put through an aptitude exam each year. Those who fail the first year must be warned to improve their knowledge and ability – or be disqualified. If students’ poor grades do not improve significantly within three years, the teachers responsible must be transferred.
Second, the minister must confront top officials at his ministry by giving them an ultimatum to change according to his command. If they resist, give them a sheet of paper and have them write down in 15 minutes their better ideas. If there is still any resistance – now you have a reason to fire them.
Third, the central university admission system (CUAS) should be abolished. Rich kids who can afford plane fare to take entrance exams in the provinces are taking the seats that should belong to local students who happen to be poorer.
