Pokemon traffic cops and the elephant in the car

The traffic police have decided to go after Pokemon Go players now. How about just going after people using their phones while driving? Of course, the police can’t actually see drivers, because for some unknown reason they permit people to completely black out their car windows with tint, so you could be doing pretty much anything in your car, legal or otherwise, and they wouldn’t know. Windows should be for looking through, not hiding behind. 

These tinted windows also encourage shameless driving, since they permit people to hide in their cars and cut people off. There are no social consequences for their action. I wonder how many accidents this causes? At night these drivers can barely see the road.

Why are these cars allowed to pass safety inspections – because some phu yai wants to hide in his Mercedes?
