Building contractors still flout the law

I contacted the Bangkok hotline (1555) to report loud construction-related noise going on after hours at a new condominium development opposite me at the end of Sukhumvit Soi 13.

They were delivering large construction equipment at midnight, which was very loud and woke everyone up in the surrounding area. I spoke to the owner of the construction company and he knew that the law prevented him from working past 6pm, but he violated the law anyway.
The contact at the hotline was pleasant, and a gentleman contacted me and I explained in broken Thai what was happening. The city of Bangkok did nothing. About a week after the first call, they delivered more construction equipment at 1am. I called the gentleman again to report this violation of the law and the city of Bangkok did nothing. Last night they came back and picked up some equipment at 11:30pm.
Why does the city of Bangkok do nothing when things are reported to them? Why are these companies allowed to break the law when they know the law beforehand? What is the purpose of having a hotline to report things if nothing gets done?
